2462                            County Local Laws

(ii) Backstops shall be constructed of dirt and surfaced with
not less than three feet (3') of debris-free dirt. The backstop shall
be of such height that a bullet fired from the lowest firing position
cannot escape between the last baffle and the backstop.

(iii) The passage way from the firing line to the target pits
shall be completely enclosed or shall consist of a trench of sufficient
depth to shield a user from exposure to bullets.

(5) For skeet and archery ranges, the area between the stake
and target shall be either baffled or fenced on all sides to prevent
the projectile from escaping the range area.

Section 13-352.28. Retail Sales Rooms at Industrial Establishments.

Retail sales rooms at industrial establishments shall be per-
mitted in W2 Light Industrial Districts, provided:

(1)    Said use is incidental to and located within the principal
industrial structure.

(2)    Not more than two percent (2%) of the total floor area of
said structure is devoted to sales rooms.

(3)    Loading and parking for retail use shall be in accordance
with the provisions of Article IX of this Subtitle, and all such sales
rooms shall have immediate pedestrian access to said parking area.

(4)    Said sales rooms shall be located to minimize interference
from noise, traffic and odor to other uses with the principal industrial
structure.

Section 13-352.29. Sand and Gravel Operations.

Clay and borrow pits shall be permitted in RA Agricultural
Residential Districts, W2 Light Industrial Districts and W3 Heavy
Industrial Districts, and DD Deferred Development Districts,
provided:

(1)    The extraction and removal operation of natural material
or deposits shall not be noxious, offensive or otherwise objectionable
to the surrounding land uses.

(2)    Such operation shall be surrounded by fencing measuring
not less than six feet (6') in height and screened in accordance with
the provisions of Section 13-300.10 of this Subtitle. Such fencing
and screening shall have gates to limit access to said areas.

(3)    Said operation shall be not less than one thousand feet
(1,000') from a residential property.

(4)    The use of heavy machinery for refining, or processes other
than for washing and screening shall not be permitted, except in
a W3 Heavy Industrial District.

(5)    At the time of application, a plan shall be submitted for
drainage, erosion and sediment control, and the restoration of such
excavation sites to a condition of usefulness and reasonable physical
attractiveness after excavations have ceased. Such special exception
