or entities or by any combination thereof.

(b) The town shall have the power to enter into contracts with the Federal
government, the State of Maryland, or any agency or instrumentality of either, any
sanitary district including but not limited to the Worcester County Sanitary
District, or with any municipality, private corporation, copartnership, association
or individual providing for or relating to the furnishing of water and sewerage
services and facilities within and without the corporate limits of Ocean City by the
town or by another entity or entities or by any combination thereof.

Section 2. BE IT FURTHER RESOLVED that the date of the adoption of this
Resolution is April 15, 1969, and that the amendment to the Charter of the Mayor
and City Council of Ocean City hereby proposed by this enactment shall be and
become effective on June 4, 1969, unless a proper petition for a referendum hereon
shall be filed as permitted by law. A complete and exact copy of this Resolution
shall be posted in the Town Hall until May 25, 1969, and a copy of the Title of
this Resolution, together with a copy of Section 197D of said Charter as hereby
repealed, shall be published in a newspaper of general circulation in Ocean City,
Maryland, not less than four (4) times, at weekly intervals, before May 25, 1969.

Section 3. AND BE IT FURTHER RESOLVED that as soon as the charter
amendment hereby enacted shall become effective, either as herein provided or
following a referendum, the Mayor of Ocean City shall send separately, by
registered mail, to the Secretary of State of Maryland, and to the Department of
Legislative Reference, the following information concerning the charter
amendment: (1) the complete text of Section 197D, as hereby repealed, and the
complete text of Section 197E, as hereby repealed and reenacted, of the Charter of
the Mayor and City Council of Ocean City; (2) the date of the referendum
election, if any, held with respect thereto; (3) the number of votes cast for and
against the question contained in the charter amendment, whether by the Council
of the Mayor and City Council of Ocean City or in a referendum; and (4) the
effective date of the charter amendment.

NOTICE IS HEREBY GIVEN that at a regular meeting of the Mayor and
City Council of Ocean City, Maryland, held at the Municipal Building on
Monday, March 10, 1969, a Charter Amendment Resolution was adopted pursuant
to the authority of Article 11E of the Constitution of Maryland and Section 13 of
Article 23A of the Annotated Code of Maryland, (1966 Replacement Volume),
amending the Municipal Charter by adding a new Section 188T thereto, providing
that the Mayor and City Council of Ocean City may issue bond anticipation notes
in anticipation of the issuance and sale of its bonds; providing that such bond
anticipation notes may be sold at private sale; prescribing the procedure for the
