"Sec. 31-2. Board of commissioners; qualified voters.
"The board of commissioners shall consist of five persons, the president and
four commissioners, who shall be citizens of the United States, at least twenty-five
years of age and bona fide residents of said town for at least one year next
preceding the date of their election [and shall each in his own right, or in the right
of his wife, own taxable property in the town assessed at not less than five hundred
dollars ($500.00)]; and all citizens of the United States above twenty-one (21)
years of age who shall have bona fide resided in the town for one year next
preceding the election at which they shall offer to vote, and any person above
twenty-one (21) years of age who is a citizen of the United States, and who owns
or has an interest in any real estate within the limits of the Town of Rising Sun,
whether or not a resident of said town, shall be entitled to register and vote at any
town election."
Amendment Number Five (5) to the Charter of the Town of Rising Sun.
entitled "Minimum voting age lowered from 21 years of age to 18 years of age."
The amendment consists of deleting certain words (deleted words shown in
double parentheses) and adding certain words (added words shown by
underscoring) (Note that the symbology has been changed - Editor.) in Sec. 31-2 of
the Charter of the Town of Rising Sun contained in Chapter 31, Code of Cecil
County, Maryland, 1970 edition as amended, as follows:

Amendment entitled "Increasing the Borrowing Power of the Town from $180,000
to $500,000 and Striking out the 5% Limit on the Interest for such Borrowing".
