establish an agreed-upon allocation of the Pratt Library
system's resources to a portion fairly attributable to
the State Library Resource Center; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor of Maryland is requested to appoint a
Commission, consisting of representatives of the Pratt
Library, the Department of Budget and Fiscal Planning,
the State Department of Education, Maryland Advisory
Council on Libraries, and of such other agencies as he
considers appropriate to be represented, for the purpose
of devising a [[technique for fairly allocating costs of
the Pratt Library system to the State Library Resource
Center, so that the State budget for fiscal year 1977 and
thereafter will contain the proper amount of funds for
the operation and capital improvement of the State
Library Center;]] method for fairly allocating costs of
the Pratt Library system to the State Library Resource
Center; and be it further
RESOLVED, That the Commission report its findings
and recommendations to the Governor and the General
Assembly by December 1, 1976; and be it further
RESOLVED, That a copy of this Resolution be sent to
the Governor, the State Board of Education, and the State
Department of Education.

A Senate Joint Resolution concerning
Baltimore City Hospital - Nursing Home
FOR the purpose of requesting the Governor of Maryland
[[and]], with the advice of the Mayor of Baltimore
City to appoint a commission to study the
feasibility of building a nursing home for the aged
on the grounds of the Baltimore City Hospital, and
requesting the Commission to report to the Governor,
Mayor of Baltimore City, and the General Assembly.
The aged in this State and, in particular in
Baltimore City, are daily faced with the problem of being
properly cared for due to a lack of financial ability as
well as available care facilities.
The grounds of Baltimore City Hospital are spacious
and contain room for the construction of a nursing home,
which would be in an ideal location to provide
residential care for the aged of Baltimore City needing
