attended, in accordance with the standard travel
regulations. A majority of the commissioners shall
constitute a quorum for the transaction of any business,
for the performance of any duty, or for the exercise of
any power of the Commission. The Commission may appoint
such officers, inspectors and experts as may be necessary
who shall serve during the pleasure of [said] THE
Commission and may appoint a secretary and such clerks
and stenographers as may be necessary, who shall be
members of the merit system. The secretary shall keep a
record of all proceedings of the Commission, and shall
preserve all books, maps, documents and papers belonging
to the Commission or intrusted to its care, and perform
such other duties as the Commission may prescribe. The
Commission shall make an annual report to the Secretary
of Licensing and Regulation on or before the [first day
of January] [[FIFTEENTH]] FIRST DAY OF MARCH, which
report shall include a statement of receipts and
disbursements by the Commission, and any additional
information and recommendations which the Commission may
deem of value.
5.
(b) All officials at any race meeting, as this
term is customarily understood in racing, including by
way of enumeration only and not in limitation, stewards,
placing judges, patrol judges, clerks of the scales,
starters and assistants, handicapper, [time,] TIMER,
paddock judge, veterinarian attached to the paddock,
racing secretary and clerk of the course shall be
employed and paid by the licensee conducting the race
meeting[; provided, however, that there]. THERE shall be
three stewards at every race meeting conducted by any
licensee under the provisions of §§ 7[, 16 or 17 of this
article, one of whom shall be named by the Commission,
one by the licensee and the third named by the first
two.] AND 15 OF THIS ARTICLE. THERE SHALL BE THREE JUDGES
AT EVERY PACE MEETING CONDUCTED BY ANY LICENSEE UNDER THE
PROVISIONS OF SECTION 17 OF THIS ARTICLE. ALL STEWARDS
AND JUDGES SHALL BE [[NAMED]] APPOINTED by the
Commission. THE RACING ASSOCIATIONS AND THE ORGANIZATION
REPRESENTING THE HORSEMEN MAY MAKE RECOMMENDATIONS OF
QUALIFIED PERSONS FOR THE COMMISSION'S CONSIDERATION FOR
APPOINTMENT AS STEWARDS OR JUDGES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.
