the appropriations to the various State Correctional Insti-
tutions of the Division of Correction and the State Hospital
Centers and Juvenile Residential Institutions of the Depart-
ment of Health and Mental Hygiene which represents the oper-
ation of educational programs in accordance with the provi-
sions of Title 22 of the Education Article as enacted by
Chapter _____ of the Acts of 1978 of the General Assembly.

SECTION 10. AND BE IT FURTHER ENACTED, That pursuant
to the provisions of Article III, Section 52(5a) of the Con-
stitution of Maryland, the following total of all proposed
appropriations and the total of all estimated revenues
available to pay the appropriations for the 1979 fiscal year
is submitted:
