PROCLAMATION AND EXECUTIVE ORDER OF SEPTEMBER 7, 1979

WHEREAS, I, Harry Hughes, Governor of Maryland, have been
advised and informed by the Director of the Maryland
Civil Defense and Disaster Preparedness Agency that
high winds, heavy rainfalls and tornadoes occurring on
September 5 and 6, 1979, have resulted in severe damage
over extensive areas of the State; and
WHEREAS, Such damage was widespread in the State of
Maryland, and, according to the latest available
reports, was most severe in the City of Baltimore and
Anne Arundel, Baltimore, Frederick, Prince George's and
St. Mary's Counties; and
WHEREAS, Such damage has resulted in the destruction of or
damage to highways and bridges, farmlands and crops,
public buildings and facilities, private residences,
and other public and private property, both real and
personal; has caused the suspension of certain dredging
rights or privileges of commercial watermen; and has
required the evacuation of hundreds of Maryland
residents of those subdivisions; and
WHEREAS, Such destruction, damage, and forced evacuations
significantly affect the safety and welfare of the
citizens of Maryland, particularly in the
aforementioned subdivisions;
NOW, THEREFORE, Pursuant to the authority vested in me by
the Constitution and laws of the State of Maryland,
including, but not limited to Article 16A of the
Annotated Code of Maryland, and the Maryland Disaster
Assistance Plan adopted by Executive Order of September
26, 1975 pursuant thereto, I, HARRY HUGHES, GOVERNOR OF
MARYLAND, HEREBY:
1. PROCLAIM THAT A MAJOR DISASTER, AS DEFINED IN
ARTICLE 16A, SECTION 3(e) OF THE ANNOTATED CODE
OF MARYLAND, HAS OCCURRED IN THE CITY OF
BALTIMORE AND IN AT LEAST THE FOLLOWING COUNTIES:
ANNE ARUNDEL, BALTIMORE, FREDERICK, PRINCE
GEORGE'S AND ST. MARY'S; AND
2. ORDER THE EXECUTION OF THE STATE'S EMERGENCY
PLAN.
