HARRY HUGHES, Governor
3493
University of Maryland and the advice of the Secretary
of General Services, I am convinced that such a delay
is unnecessary in order to protect the people of
Maryland from the kinds of mischief at which Section
231V(a) is directed, and, further that such a delay
would represent an unwarranted and significant increase
in the cost of the project; and
WHEREAS, Section 231V(b) of Article 41 of the Code
authorizes the General Professional Services Selection
Board to waive the requirements of Section 231V(a) when
a state of emergency is declared by the Governor; and
WHEREAS, I believe that an emergency as contemplated by
Section 231V(b) does exist, and that the waiver of the
requirements of Section 231V(a), in this instance, will
not be detrimental to the State or its citizens;
NOW, THEREFORE, I HARRY HUGHES, GOVERNOR OF MARYLAND, BY THE
AUTHORITY VESTED IN ME BY THE CONSTITUTION OF MARYLAND
AND BY ARTICLE 41, SECTION 231V(B) OF THE ANNOTATED
CODE OF MARYLAND, DO HEREBY:
1. Declare that a state of emergency exists,
within the meaning of Section 231V(b) of Article
41 of the Code, with respect to the University of
Maryland School of Pharmacy Project.
2. Direct, in light of the emergency, that the
University of Maryland, as the "using" agency,
request that the General Professional Services
Selection Board waive the provisions of Section
231V(a) of Article 41 with respect to the
selection of an architect for that project.
3. Request that the General Professional
Services Selection Board honor the request of the
Board of Regents of the University of Maryland,
and waive the provisions of Section 231V(a) with
respect to the selection of an architect for that
project.
