EXECUTIVE ORDERS
damage over extensive areas of the State which,
according to the latest reports then available, was
most severe in the City of Baltimore and Anne Arundel,
Baltimore, Frederick, Prince George's and St. Mary's
counties, I, Harry Hughes, Governor of Maryland, on
September 7, 1979 proclaimed that a major disaster had
occurred within those political subdivisions and
ordered the execution of the State's emergency plan;
and
WHEREAS, The Director of the Maryland Civil Defense and
Disaster Preparedness Agency, on the basis of further
information and analysis, has today advised me that
Calvert, Charles and Howard counties also are among
those in which the damage was substantial;
NOW, THEREFORE, By virtue of the authority vested in me by
the Constitution and laws of Maryland, including, but
not limited to Article 16A of the Annotated Code of
Maryland and the Maryland Disaster Assistance Plan
adopted by Executive Order of September 26, 1975, I,
HARRY HUGHES, GOVERNOR OF MARYLAND, do hereby amend
Executive Order 01.01.1979.19, to
1. Proclaim that a major disaster, as defined in
Article 16A, Section 3(e) of the Annotated Code
of Maryland, has occurred in the City of
Baltimore and in at least the following counties:
Anne Arundel, Baltimore, CALVERT, CHARLES,
Frederick, HOWARD, Prince George's and St.
Mary's;

ODD-EVEN PROGRAM RESCISSION
WHEREAS, On June 19, 1979, pursuant to a state of emergency
previously declared to exist within the entire State of
Maryland by reason of an acute shortage in usable
energy resources, i.e., gasoline, I issued Executive
Order 01.01.1979.11 whereby, with the subsequent
approval of the Committee on Administrative, Executive
and Legislative Review, I imposed, inter alia, an
"odd-even" program with respect to the purchase from
retail suppliers of gasoline in Maryland; and
WHEREAS, The increased availability of gasoline in Maryland
has reached a point where, although demand remains
greater than supply and thus requires continued
