conservation, there no longer exists a shortage
sufficient to justify the imposition of an "odd-even"
program in order to avoid the long lines and the
attendant inconvenience which the program was designed
to and did eliminate,
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE 41,
SECTION 15B OF THE ANNOTATED CODE OF MARYLAND, HEREBY
AMEND, AS FOLLOWS, THE EXECUTIVE ORDER 01.01.1979.11,
EFFECTIVE AT 12:01 A.M., OCTOBER 1, 1979:
[I.
ODD-EVEN PROGRAM
1. Except as hereinafter provided, purchases of
gasoline from retail suppliers in Maryland by
operators of motor vehicles bearing Maryland
registration devices shall only be made on the
following dates:
(a) On even numbered calendar dates
gasoline shall only be purchased by
operators of vehicles bearing personalized
registration plates containing no numbers
and registration plates with the last digit
ending in an even number. This shall not
include ham radio operator plates. Zero is
an even number;
(b) On odd numbered calendar dates
gasoline shall only be purchased by
operators of vehicles bearing ham radio
plates or registration plates with the last
digit ending in an odd number;
(c) For vehicles other than those excluded
from this Order, bearing registration
plates with the last digit ending in a
letter, the last numerical digit of the
registration plate, after disregarding the
letter, shall determine the calendar date
for which gasoline may be purchased for
such vehicles;
(d) For any calendar month in which there
are 31 days and in February in a leap year,
sales may be made on the last day of the
month without regard to the registration
plates of the motor vehicle;
(e) Purchases may be made on Saturday and
Sunday and legal holidays to the extent the
stations are open, without regard to the
