east, 292.97 foot line of block B, Halpine Village, as shown
on a plat of subdivision entitled, "Halpine Village, Section
Three", recorded among the land records of Montgomery
County, Maryland in plat book 66 as plat no. 5943, and
running thence in a southerly direction with the rear lines
of said block B, as shown on the aforesaid plat, to the
southernmost corner of lot 23, block B, as shown on the
aforesaid plat, thence in a southeasterly direction and at
right angles to Halpine Road to the existing boundary of the
Washington Suburban Sanitary District, thence in a
northeasterly, northwesterly, northeasterly and northerly
direction with the existing boundary of the Washington
Suburban Sanitary District to the point of beginning.

(d) The jurisdiction of the Washington Suburban
Sanitary Commission is hereby extended to include the two
latter areas above described and [said] THE areas shall be
subject to all the rules and regulations of the commission
and all provisions of law relating to [said] THE district,
including taxes and other sums or charges levied by [said]
THE commission in other parts of [said] THE district, and
the jurisdiction of the Washington Suburban Sanitary
Commission is hereby extended to the above-described rural
water area and [said] THAT area shall be subject to all
rules and regulations of the commission and all provisions
of law relating to the Washington Suburban Sanitary District
which are applicable to the water system of the commission
including taxes and other sums or charges levied by [said]
THE commission in [said] THE sanitary district; provided,
however, that the commission shall not levy any ad valorem
or front foot benefit tax assessment or other charge within
the aforementioned rural water area until such time as the
construction of a water system shall be actually commenced,
or an existing water system shall be extended to such area
and available to the property within such area, and when
from time to time such a system is commenced or extended,
then the area or areas affected by such commencement or
extension shall be excluded from this provision.

19-48. 1963 boundary extensions — Brandywine, Melwood,
Spaulding's, Surratt's, Nottingham, Marlboro, Queen Anne,
Lanham and Kent election districts.

(a) The area herein described is hereby added to the
Washington Suburban Sanitary District created by chapter 122
of the Acts of the General Assembly of 1918: All that area
in the Brandywine, Melwood, Spaulding's, Surratt's,
Nottingham, Marlboro, Queen Anne, Lanham, and Kent election
districts of Prince George's County, Maryland, lying within
the following described boundaries: Beginning for the same
at a point on the existing boundary of the Washington
Suburban Sanitary District, [said] THAT point being in
Mattawoman Creek, the boundary between Prince George's and
Charles counties and 200 feet east of the east side of Crain
Highway, U.S. Route 301, and running thence in an easterly
direction with Mattawoman Creek and the boundary between
Prince George's and Charles counties to the centerline of
