Maryland Caroline County to wit  Whereas Tower Price
a negro man who alledges himself to have been free
born hath made application to me for a certificate or
pass agreeably to the act of assembly in such case made
and provided and being satisfied by the affirmation of
Joseph Anthony (being one of the people called Quakers)
that the said negro Tower Price to whom this certificate
is delivered is free and that he has known the said
negro Tower Price for many years and that he has
always been reputed as a person free born  I do
therefore grant his application and hereby certify
that upon the information of the said negro and his appearance
he is about fifty years of Age  he is five
feet four Inches high and proportionably made
was raised in Caroline County  his complexion is a
dingy yellow  and he has not any notable marks
that I can discover  In Testimony whereof I have
               hereto set my hand and affixed the public
                      seal of my office this sixteenth day of
    (seal)          November in the year of our Lord one thousand
                      eight hundred and twelve

The following Certificate was delivered on the day of its
date  Viz     Maryland Caroline County to wit  whereas on
this twenty ninth day of December in the year of our Lord
one thousand eight hundred and twelve William
Whiteley of Caroline County by Deed of manumission duly
executed acknowledged and recorded amongst the
records of Caroline County manumitted and set free a
negro man named Charles to be free and at liberty
from and after the date of the said manumission
       And whereas the said negro man called Charles
hath made application to me for a certificate of his freedom
agreeably to the act of assembly in such case made and provided
and being satisfied by the Oath of Colonel William
Whiteley (who set him free) that the said negro man
called Charles to whom this certificate is delivered
